is a T1 a *total* of 1.5Mbps (inbound + outbound) or can it provide 1.5 in while at the same time providing 1.5 out?

Hii..any internet link inc T1 can provide synchronous b/w in both bodirections at same time. In ur case...T1 will definitely provide 1.5Mbps in both directions unless the link is not compressed with some ratio of 1:2 or 1:4 et al.
