I am using cisco 1841 rouetr with 2 WIC-1B-S/T-V3 cards as the central router ,the configuration is such that only central router can dial to the client location router using ISDN connectivity .
Issue is we are switching off the router daily evening ,while switching on the router the ISDN line is not activated ,the layer 1 is coming up only if I dial to the central location ISDN number from a land phone .
At the service provider side they are having seimens ISDN switch , the NT unit used is MROTECK NT1.
so how to activate the layer 1 of the bri interface active automatically

Just to make sure that i understood your case.
When the router switch ON, and you issue show isdn status command, Layer1 deactivated, right?
It will be UP only if you place an analog phone at the analog ports at the ISDN NT, or i think if you issue "clear interface bri 0/0/0" it will be activated and UP. I think this problem related to your ISP, either setting the ISDN switch type, or (I recommend this) that the ISDN NT type.
Could you please change the NT and try again?!

I tried by giving the command clear interface bri and by changing the NT unit also but stillthe same status ,layer 1 is deactivated
ISDN switch type specified is basic net 3

Why you are using that number of dialer-pools?
use as example dialer-pool 1 and use it in all the interfaces.

And at the dialer interfaces you can assign either the interface use bri 0/0/0 or bri 0/1/0
But i think your problem is at the physical or layer2. Since once you are use the analog line at the NT, the line gets UP!

Hi,
I know, as i told you before, it is either physical connectivity or layer2 (communication between the card and the ISDN switch).

Physical connectivity was checked ,status was ok,
the bri module used is WIC B S/T1-V3 whether any configuration is required to automatically make the layer 1 active
