You have just set up a new workstation on your network. You successfully PING your loopback address and a server on your same subnet. On trying to PING a server on another subnet, you receive the message ?Destination host unreachable?.

Where in the OSI model did the error occur?

Layer 3 Network Layer problem. Inter-vlan routing has to work to route packets between different subnets. either inter-vlan routing is not working or Layer 3 device doesn't have destination network in its routing table.
