lcp negotiation issues

I have a serial crossover cable between a Cisco 1700 and 2691 router connecting two CSU/DSU. The CD light is green and the interfaces are UP  and line protocol  Down. I am getting the following repeating error on both when running debug ppp nego:

lcp negotiation issues

Solved but not understood. The 1700 has a WIC 1DSU T1 module and the 2691 has a VWIC 2MFT-T1 module. I added a WIC 1DSU-T1 module in the 2691 and it works fine. Was the VWIC 2MFT-T1 broken? It looks different in the configuration could I have missed some configuration option? I may never know..
