Limit max bandwidth for many IP addresses concurrently

Hi,

    I need to limit the max bandwidth available for many IP concurrently.

I have four C classes and I don't want to write 1000 rate-limit commands.

I want that any IP address cannot exceed the limit of 10megabits.

This is for security reasons (DoS attacks and so on)
