Marking inbound traffic

All,

If I had a qos policy that marked traffic from a certain subnet with a certain dscp marking, would that traffic always be shaped, or does the shaping still only occur when congestion is detected?

Traffic will always be shaped eg. often a service provider will give you a 100Mb ethernet connection but you have only contracted for 20Mb so you run a shaper on that interface.

At the other end the service provider may well police.
