What is the best way to monitor QOS traffic/utilisation on an interface ?

show policy-map int f0/0 (or what ever your interface is)
show queueing interface

Netcordia has the NetMRI appliance ($$$) which has an additional module for monitoring QOS:

I think that it is possible to use MRTG with the correct Cisco MIB for QOS. I think that they should use ISCO-CLASS-BASED-QOS-MIB:

It is not easy to find the correct OID I think that you have to try using snmpwalk or something like that

There are commercial software tools which can report the information like Concord eHealth. You can snmp the mib yourself but it is pretty complex. QOS models can be difficult and hiarchical and there is a lot to measure and report. To make it more complex the oid's will change on every policy change so you need to script for this condition too.
