In this scenario where you have 2 static route to same destnation/mask with same AD router will do the load balancing and if any link goes down all packtes will automatically get routed from other static route.
If you manually configure the AD for second route to 200 all packtes will move out via first static route only and once the first route goes down then the packtes will start moving ot via second route.
So in your first scenario where AD is same you will get load balancing as well as redundancy and in your second scenario where you have different AD you will get rdundancy but not load balancing.
This is actually a pretty cool feature, i didn't even know it existed until I was looking for a solution to advertise a subnet (prefix in BGP talk), only if a certain condition existed. This is exactly what conditional advertisements does
