What IGMP version is being used by your multicast receivers? Are there any IGMP states created on the last spur router? See the show ip igmp groups output
Would it be possible to post a schematic picture of the topology of your network? What I find curious is that several your routers, according to your own post, indicate the same RPF neighbor 10.250.141.209 towards the sender. That would mean that several routers are interconnected by some sort of multiaccess cloud, as they can all reach the 10.250.141.209 directly. What is the nature of this interconnection - is it a NBMA type network?
