Edison, the 3640 has 4 NM slots and the WIC don't directly fit into that.
He would then need to use some kind on NM module with WIC slots and place WIC into the NM.
On the other hand a 4 T1 install is probably wort a newer router like a 1841 or 2801 where one can use the dual port VWIC T1.
