Hello,
Can someone tell me if a NM-1T3/E3 will work in a 2811? If not what is the lowest end 2800 series that it will work in and give 45Mbps throughput?

That module will be recognized by the 2811 router but it will only provide subrate services.
For full 45Mbps, we target 3845 as the router of choice. All lesser routers will provide subrate services.

yes, it will work. 2811 supports process switching (1.536 Mbps) and CEF (61.44 Mbps).
2801 also supports 46 Mb, but doesn't have NM slot for modules.

Will it work in a 2811? Yes.
Will it deliver 45 Mbps throughput? Unlikely. (This both from spec sheets and personal experience.)
Smallest 2800 that might consistently deliver 45 Mbps would be the 2851.
PS:
Cisco recommends the 3845 for full T3s, however have had pretty good experience using 3825s with full T3s (although Cisco recommendation for 3825s is half T3).
