NM1-T3 card in 3745 doesn't come up automatically

I have a 3745 that has an ATM DS3 card in slot 1. We're adding a 2nd DS3 so I installed an NM1-T3 card in slot 2.

I was able to create the interface and configure it with no issues.

However here's my problem - if the interface goes down for any reason (manual shut/no shut, cables removed, reconnected, etc) the interface stays down/down until I go into the controller config and put the controller in loopback mode, and then take it back out of loopback mode. Then the interface and line come up. And it passes traffic with no problems.

I need to get it to come up automatically though, in case there's a power outage, telco problem, whatever.

I've confirmed the settings with the carrier and everything seems to match. Here are controller and interface configs (ip address removed).
