Why is outbound service policy command not supported on the egress of the 3560 switch.
Please explain with a reason and any work around for this issue.

Hi, switches have a different set of QoS commands and features from routers, so you need to check the documentation first to see if what you want to do is possible on the 3560.

Believe it's because egress QoS is performed in hardware and it doesn't come close to supporting all the features within a service policy. For starters, the hardware only supports 4 physical egress queues and policy maps can define many more.
The work around is to utilize the QoS egress features of the 3560. If you look at the chapter on QoS, within the configuration guide for the IOS you're using, the features will be documented with some explanation of their workings.
