P2P fibre question

Hi folks,

I have a site with a P2P fibre connection, this terminates to a fibre panel with an ethernet port. On the B end I have a Cisco 1921, with the ethernet from the fibre plugged in to Gi0/1. At the A end, I have the ethernet cable connected to a Cisco 3560 and trunked through to another Cisco 1921. The question is, whenever the A end is power cycled, it takes the B end out. To get the link working again, I need to shut/no shut the B end Gi0/1. Is that normal behaviour?
