PA-MC-T3 Clocking /Serial Problems

We have a 7206 vxr / PA-MC-T3 configuration with two channel groups on a t1. We noticed when one channel group was experiencing heavy errors and bouncing, the other channel group would also exhibit problems. With some difficulty, I traced this down to the "error-throttling" config option for the T3 controller. It looks like in this mode the router disables clocking on the entire t1 to reduce cpu usage. Which means the customer on the other fractional channel-group goes down. This doesn't really work for us, and I was wondering if anyone has had problems with this and if there are any work arounds.

My thoughts were to use "serial restart_delay" on the serial interface to keep it down and reduce cpu usage. However when I try to use this command I receive :

customer(config-if)#serial restart_delay 90

Can't set restart-delay for this interface

Is there another solution for this problem, or an explanation why I can't serial delay for this serial interface on a pa-mc-t3 channel group?

If we have a down down status with the HW loopback test then I will suggest to have the PA to be replaced.
