What does it mean?  What's the performance, measured in packets-per-seconds, when using both CEF and PBR?

As Reza asked, that would depend on platform unless you were looking for something like "it degrades CEF pps by 11.43%".  Unfortunately, PBR performance impact, if any, is likely to vary per platform and IOS version and also perhaps by actual configuration.  Your question would be similar to what's the packets-per-second performance of CEF and ACLs or CEF and NAT, etc.  Also unfortunately, Cisco doesn't generally document performance of service permutations, because as already noted, it can vary per configuration.
