ping dropping in blocks

Hi All, We have an issue in our infrastructure, where citrix servers are performing very slow. There were giving around 100 ms latency when pinging their gateway. Gateway was 1 hop away from server. What we did then, we configured same VLAN SVI on access switch where server is directly connected and running extended pings from there. here also we are getting packet drops when pinging with high datagram size and packets are dropping in blocks. is it something related to I/O buffer of the server or it has something to do with network. the server we are pinging is directly connected on port Gi1/11 of this switch and is in vlan507.
