Dear akobwaycct,
Such values represent the end-to-end delay between the source and destination, such variable output indication process or queuing delay, from my experience the same issue happen with me over the LAN due to high CPU utilization on on of the core switches, but finally any intermidate device can effect the delay, also ICMP has a very low priority on the IOS so if the router busy with something like BGP process the ICMP delay will be larage.
