can we implement priority queue with queues less than 4? forexample:

priority-list 1 protocol ip high list 102

priority-list 1 default low

Absolutely, it is not mandatory to utilise all four queues. It all comes down to your QoS design. If you feel you only need to distinguish between 2 classes of service, then what you have there will work just fine.
