You are hitting bug id CSCsb01311 (the fix is in 12.2(25)SG or later) and you are running very old software. It is time to upgrade.

This bug applies even though the state of the port is administratively down?

What is the image that is recommended?

Choose a new/higher version IOS of your liking and read the Release Notes.  If you believe that you're not hitting a known bug, then implement it.
