What is function use high cpu between rate-limit and policy ?

Hi,

There is no single answer to that.

It's really related to the platform. There is not impact for platform implementing QoS in Hw (GSR, 7600 for example). For the other ones, you have to test your target configuration in both mode to have an idea.
