Putty is just another type of application you can use to telnet to the switch, that's all it is. Most like it for it's simplicity but ability to log outputs in a file unlike a cmd prompt of a windows. It can be use to telnet to any type of device that will allow telnet or SSH connection, not only telnet/SSH to cisco devices.

I hope that expalains that.

Like Roberto I will start my explanation with the point that putty is a terminal emulator which you run on your PC to achieve connection to remote devices (good for Cisco and non-Cisco devices). My second point is that putty is free software where many of the popular emulators are software that you pay for. Where Roberto's explanation emphasized telnet access, many of the people I know who use putty do so for its implementation of SSH.
