I have a question.
I have an agreement with my ISP for 100mb dedicated bandwidth. Can I test it using any QOS method ?

I guess you are looking for a tool to test if you can send up to 100Mbps?
You can use iPerf http://sourceforge.net/projects/iperf/
QoS will protect flows from being dropped depending upon your configuration but it does not measure bandwidth for you.
