QOS - in service-policy command, missing input,output in 2901 router

hi group,  try to assign the service policy to a VPN tunnel, but can not find the input or output option. this is a brandnew  2901 router for branch office and it comes with ADSL link to internet, based on that link, a VPN tunnel created and pointed to DMVPN in HQ. see following for detail:

          sel01-rt01(config-if)#service-policy ?

                 type  type of the policy-map

         following opiotn is missing:

                history  Keep history of QoS metrics

               input    Assign policy-map to the input of an interface

               output   Assign policy-map to the output of an interface

you cannot apply policy maps to th eatm because is not an IP interface, you should do it on the dialer (and most routers just output (#service-policy output mypolicy)

or if its traffic going to the hub on the tunnel interface
