qos on ethernet subinterface with vrf

I have an Ethernet WAN connection to a remote site via a service provider at say 10Mb/s. I have 3 VRF's on the remote router so I need 3 Ethernet subinterfaces, one for each VRF. Can I have QoS and shape traffic in a way that allows any of the VRF subinterfaces to use bandwidth the other VRF's are not? The only way I have seen to handle this is to have a parent policy on each subinterface that shapes and references a child policy for QoS within the subinterface. But this means I have to hard assign a portion of the total egress bandwith to each subinterface and it cannot exceed it even if there is no traffic from the other subinterfaces. So for example with a 10Mbs WAN I could shape the subinterface for VRF 1 to 3Mbs, subinterface for VRF 2 to 3Mbs, and subinterface for VRF 3 to 4Mbs. None of the subinterfaces could use all 10Mbs even if the other 2 have no traffic. Anyway to accomplish this?

If you apply a QoS policy to the physical inteface, not the subinterface, it may apply to all the traffic.
