QoS - Rate Limiting traffic

Hello

I have a Cat65 with QoS enabled.

Can anyone advise the best way to limit outgoing traffic (with DSCP 0) on a port to 500Mbps?

Below is the "show queueing int" command output.  It seems that the traffic in a queue can get more bandwidth from other queues due  to WRR.  How can I limit that?  Shape it?
