B and D are actually the correct answers.
Wrong answers:
A: does not have a priority Queue
C: PQ is ok with policing (which is not mentioned) but CQ is not good for voice.
E: Voice uses extremely low bandwidth control data stream in TCP, that can tolerate loss and delay, so you needn't worry too much about TCP.

BTW: Choices A and B might cause some confusion since (LLQ) "The Low Latency Queueing feature brings strict priority queueing to Class-Based Weighted Fair Queueing (CBWFQ).".
