Question on memory requirements on a 3640

I've got a 3640 I'm trying to get a new IOS on (12.3(14)T7, IP plus). The feature navigator says it needs 96mb dram, 32mb flash, which the router has, but it crashes with an "out of memory" error every time it tries to boot. IOMem is set to 15% and whatever I do it never seems to change. It seems to be 15% by default and I've tried 'memory-size iomem 5' and 'no memory-size iomem 15', but nothing is working. What can I do?
