"SNMP agent on host R3 is undergoing a cold start" then just hangs.

Hi guys, hoping someone will be ale to help. I have 3 2610's that are having the exact same problem when on boot up the above end message shows and just sits there. I have managed to get into ROMMON mode and updated the IOS to a more recent version but still throwing up the same error. Could this be a hardware fault?.
