Rate Lmitnig a VLAN interface

I have just installed a L2 MPLS network using 7604 routers at the hub sites and 3845 routers at my edge. I would like to configure rate limiting on my devices.

On the 3845 I have implimented a Service-Policy on on my Ethernet Sub interface and this is owrking perfectly.

On the 7604 I use VLAN interfaces and the interface does not support shaping in the same manner.

Here is the config on my 3845

policy-map Max-Bandwidth

description Rate Limit for WAN Link

class class-default

shape average 24000000

bandwidth 20480

encapsulation dot1Q 904

ip address 10.2.252.10 255.255.255.252

ip tcp adjust-mss 1300

ip ospf cost 400

crypto map ToDC1

service-policy output Max-Bandwidth

On my 7604 this is the message I get when I try to apply the service-policy output command:

agdc01rtr01(config-if)#service-policy output Max-Bandwidth

shape average command is not supported in output direction for this interface

Configuration failed on:

Vlan504

What alternate methods are available to perform this peak bandwidth limiting on a VLAN interface?
