Is this only effecting certain devices? You say that when the server in India goes down, you are not able to log into some of the devices - does this mean that some of the devices are working ok when the primary RADIUS server fails?
I would check thet the devices in question have the correct connectivity to the New York RADIUS server and make sure that the RADIUS server itself has the correct RADIUS Client settings etc.
