Does this mean that the route to the dest. will be blocked by the null int.

the better word is "discarded".

No. It does not mean that.
It means that any traffic entering this router destined to that prefix (213.31.195.206) will be sent to the Null0 interface (ie. dropped).
Out of interest's sake, if a subsequent static route points to a static route destination on a null interface (recursive lookup), will that static survive? and just funnel its traffic down the bit bucket?

aksher when ever you are pointing any thing towards the NULL0 then the packet destain for that network will be discarded... in your case packet which is destain for 213.31.195.206 will be discarded...
