Do you mean can RSVP be sent down an IPSEC tunnel, as opposed to can RSVP deal with IPSEC flows ?
If so then yes as long as RSVP is using unicast then it should be fine. If RSVP is using mutlicast however then you may need to look into using GRE tunnels with IPSEC.
