rv180 rate limit QoS does not seem to work

Hi all,

In my small company (8 people), I am trying to have equity rules for our 10Mbps internet connection. We use a Cisco RV120 VPN Router, firmware version : 1.0.4.14.

My idea was use QoS rate limit, and to set a low limit to everyone at 1Mbps and high limit at 10Mbps, so that everyone can at least have 10% of the total bandwith. I have several problems with this config.

1) While testing my config, I reduced the high limit to 1Mbps, and it seems not to work, I could still download at 10Mbps.

Config:

WAN QoS enabled

WAN QoS Mode: Rate limit

Total WAN (Internet) Bandwidth 10Mbps

Profiles:

- Name: All

- Priority (not modifiable): Low

- Minimum Bandwidth Rate Kbps: 1000

- Maximum Bandwidth Rate Kbps: 1000

Profile binding:

- Service: Any

- IP Address Range

- Start: 192.168.1.2

- End: 192.168.1.254

Is there anything wrong in my config or in my understanding? Why can I still download at 10Mbps?

2) I suspect that using only one profile including the whole IP range is not a good idea, and the minimum/maximum is for the sum of all the computers in the range.  But as we are in DHCP, I don't want to manually create 254 rules for each possible IP.

Is there another way to achieve what I want to do ?

Thanks in advance,
