Setup a Wireless Network for an apartment complex

I'm looking for ideas on the following scenario.

78 apartments spread out through approximate 3 Hectares and we are expecting at least 3 devices per apartment. 

 I'm going to implement Mac Filtering, and disable DCHP forcing the resident to come by the main office of the complex to register their devices in to the network.

What are you thoughts? is there an specific device that you recommend that is capable of handling this set up?

I'm thinking of a main router with 1 wireless AP per apt block connected with CAT5 that way each AP will only have 20 connections at most. then I can limit the bandwidth to the AP instead of the actual clients?

I would recommend the use of

I would recommend the use of a wireless controller. It supports MAC filtering, QoS, captive portal (for client authentication, MAC's can be spoofed).

How many AP's/what 802.11x standard?
