please,
can we configure standby on virtual interface (loopback, svi, Dial, virtual-template) ??? If no why ?

You can't configure HSRP on such interfaces. It is designed for multiaccess interfaces like Ethernet only...
It really does not make sense to have it configured on a logical interface such as a loopback because the protocol is really a first-hop resolution protocol that is used so that clients do not have to change their default gateway when one of the gateway routers dies.

The standby command is not allowed on virtual-template interfaces either... for similar reasons as I outlined earlier.
