I am trying to enter the following command on some of our remote vendor sites. Some of the sites allow me to enter the stub redistribute command and some will not. I have varying IOS versions on these routers but all of them are higher than the 12.0 when stub feature was introduced. I have researched and cannot find any documentation on where the stub redistribute command was introduced later. Is this an IOS version issue or is something else causing me not to have the mentioned feature?
router eigrp 1
redistribute static route-map static-eigrp
network 192.168.1.0
eigrp stub connected redistributed
no auto-summary
access-list 90 permit 172.16.168.13
access-list 90 permit 172.16.168.14
route-map static-eigrp permit 10
match ip address 90

Are the stubs using receive-only statement by any chance?
Any combination of the route types can be specified on the eigrp stub statement, except receive-only, which cannot be used with any other option

Nope. Just trying to issue the commands I posted. No eigrp stub receive-only statement. Below is the options I see when adding the statement.
When option is not available.
eigrp stub ?
connected Do advertise connected routes
receive-only Set IP-EIGRP as receive only neighbor
static Do advertise static routes
summary Do advertise summary routes
Option available.
eigrp stub ?
connected Do advertise connected routes
leak-map Allow dynamic prefixes based on the leak-map
receive-only Set IP-EIGRP as receive only neighbor
redistributed Do advertise redistributed routes
static Do advertise static routes
summary Do advertise summary routes
