Fabric bandwidth capacity is independent of port bandwidths, i.e. knowing the one doesn't imply the other.
Cisco quotes fabric bandwidths as duplex bandwidth, so 32 Gbps is duplex (i.e. the same as16 gig ports, in duplex mode).
If you're wondering why the fabric offers more bandwidth than your particular model needs, it's likely just a "component" that they use across multiple models in the same series. Some models may have more fabric bandwidth than all the ports might demand, conversely some models might be constrained by the fabric bandwidth.
