Switching from Micro 1500 to WS-C2960-24TC-S

I have for the longest time had a single connection via an ISP.  Now due to the massive traffic on different ISP's, I have two connections to seperate ISPs.  Is it possible to seperate each ISP's feed into an isolated VLAN, then use a routing protocol to determine the optimal path to the less congested ISP.  I cold not afford a true L3 switch as I am unemployed, and the only product in my price range was the 2960 lite.

Any ideas on how to approach this problem?  Both ISP's run DHCP - one is DSL and the other is a Cable provider.
