I have done this before and for the life I can't figure it out. I need to upload a config via TFTP to a switch which is not networked.
I configured vlan 1 with IP address of 192.168.15.2 and configured a port on the switch to be a trunk port to allow vlan 1 and 15.
I statically assigned my PC with an IP address of 192.168.15.50 and default gateway of 192.168.15.1.
From the switch I can ping 192.168.15.2 but cannot ping 192.168.15.50.
From the PC I can telnet to 192.168.15.2 I thought all I had to do was to give the switch an ip address and assign a locally attached PC with a static address on the same network. Once I can get these to talk to each other the rest is easy

If you can telnet from the PC to vlan 1 interface 192.168.15.2 it may be a firewall issue on your PC. Check whether you have a personal firewall on your pc.
