troubleshooting llq

Hi all

we've got LLQ configured on a ATM interface for a ATM-Frame relay network supporting our remote sites and i would like to put some QoS on these interfaces. A typical sub-interface configuration looks like this:

interface ATM4/0/0.53 point-to-point

bandwidth 384

ip address 192.168.xxx.xx 255.255.255.252

ip summary-address eigrp 100 0.0.0.0 0.0.0.0 190

ip policy route-map deny-dr

pvc 98/66

ubr 427

encapsulation aal5snap

service-policy output llq

class highpriority

priority percent 50

class mediumpriority

bandwidth percent 30

What we're finding is that traffic in the highpriority class still gets affected when someone does a large file transfer which is in the default class. Have we implemented the service-policy output in the correct place (sub-interface) or should it be in the vc? Could it be anything else?
