Unable to log in to routers remotely

I am able to log in to my routers from LAN-

However when i vpn, I am unable to get even a response from a branch router. I can log into other routers at different sites. For some reason though, I get no response from the 4 IP addresses configured on the

interfaces for this particular router

I am able to log into a switch that is direclty connected to it-

And i attempt to telnet through that switch, but i get a "password,required but not set" response. I do have username/pw and login local configured on the vty lines.

does this make sense?

Kindly check whether you have followed the procedure as said in above link in configuring the password for Telnet Users.
