Our VPN throughput is horrible and it appears the Virtual-Access 2 is only getting 56K of bandwidth while the previous route had 832. see virtual-access 2 below.

Which router is that ? Send "show dsl interface".

it is an 1811 it does not have a DSL interface it ises a bridge to convert from DSL to Ethernet.

Likely it is not at fault then, include the configuration if in doubt.
The BW value does not reflect in any way the actual throughout.
In any case you would have best results with a DSL-equipped router.
