you are a bit confused: Virtual LANs are a L2 broadcast domain division (for security, scalability, ...), you could see those as different physical networks; L3 devices instead, like L3 switches, normally stop broadcasts at L3 (cos L2 broadcast is important only on local area network, for services like arp ...), but in some cases you could permit L3 broadcasts (see that:
Interface VLAN is required in the L3 switch to provide the gateway to your L2 switch. If you are not creatng the interface VLAN it is not feasible to provide the physical gateway to each. Let me know if you have more queries.
