VPN Port requirements for WRV200 behind another router

I like to setup the WRV200 behind another router.  I setup port forwarding on Router A on port 60443 to 192.168.1.199 but the connection failed.  Do I need additonal ports to open?  Or the setup simply doesn't work?

Does this setup make sense?  The idea to put higher risk public access devices on router A and all the important devices on WRV210 while allow VPN into the important devices.

Router IP: 10.168.1.21
(WAN Port connected to Router A as static IP 192.168.1.199)
Router's advance setting is set to Gateway mode.
