VWIC 2MFT-G703 not initializing

I've got a VWIC 2MFT-G703 installed into a 1fe-2w Network module in a 3620 router running IOS 12.2(27) and I am getting an error message saying that the card cannot be initialized. Any thoughts as to why this is happening and how I can fix this. Thanks
