Does T-1 function as a Layer 2 WAN technology, or is another protocol needed with T-1?

with T1 you can configure many L2 protocols:
PPP (synchronous and asynchronous)
HDLC
X25
frame relay...

T1 it's purely layer 1.
Frame-relay is layer 2 for example.

Nitpick on ohassairi's answer, PPP on T1 is always synchronous.
