DR election process do not involve preemption, if R1 has already take the DR role R3 cannot take the DR role immediately even though it has the highest RID (If both routers come online at roughly the same time, it should not be happened )
yes, when OSPF neighborship are established, routers check if a DR/BDR has already been elected. If not, they wait for a period of time called "wait time" to let all router boot, and then elect DR and BDR. After this DR/BDR change just in case of DR failure. BDR become DR and another BDR is elected. No preemption at all
