Why is Router1 the Designated Router in this case?

R1 is connected to R3 via a simple ethernet link in GNS3.

 

R1

Loopback  1.1.1.1 /32

Ethernet 1/1  10.10.13.1 /24

Priority Value is 1

 

R3

Loopback  3.3.3.3 /32

Ethernet 1/1  10.10.13.2 /24

Priority Value is 1

 

sh ip ospf interface ethernet 1/1 on BOTH routers confirm that R1 is the DR (Designated Router)

 

Why is this? R3 has the higher Router ID (3.3.3.3)

DR election process do not involve preemption, if R1 has already take the DR role R3 cannot take the DR role immediately even though it has the highest RID (If both routers come online at roughly the same time, it should not be happened wink)

so if they routers came on at the same time, R3 would have become the DR?

yes, when OSPF neighborship are established, routers check if a DR/BDR has already been elected. If not, they wait for a period of time called "wait time" to let all router boot, and then elect DR and BDR. After this DR/BDR change just in case of DR failure. BDR become DR and another BDR is elected. No preemption at all
