Wireless 1130AG Access Point Limited or No Connectivity

We use laptop trolleys with 2 mounted Access Points on each trolley, they are connected to a switch (on the trolley). When the trolleys are moved between rooms they can be plugged into designated network points/power. We have restricted the AP's to band A only and disabled bands G & B on each of the laptops.

we have also added MAC address filtering to force half of the laptops to default to AP1 and half to default to AP2 for load balancing. The laptops are authenticated via a Radius server certificate.

we are getting limited or no connectivity on random laptops, and also it seems that even though the default filter is to block all mac addresses apart from those in the list, we are still getting laptops that should be denied access appearing as connected on the AP that they shouldn't be able to access.

Any advice would be greatly appreciated
