Xconnect l2tpv3 dont work

im insert HWIC-4ESW in two 2821

im probe create tunnel in interface fa0/0/0

xconnect l2tpv3 10.x.x.1 &etc

tunnel is up, circuit is up but traffic non walk

and im create

vlan x

xconnect l2tpv3 10.x.x.1 and etc...

on two 2821 side of tunnel,

its ok.

why xconnect on hwic-4esw on phisical interface not work?

instead of loopback try to start the session with loopback.
